If a germa suit can beat a Tobi Roppo, that means Yonji/Niji/Ichiji can all beat Tobi Roppo.

Sanji >> Germa Siblings > Tobi Roppo ~ Jinbe

The vivre card the suit alone, no technique/dj/haki is enough to beat a Tobi Roppo and Sanji low diffed Yonji.

So if you trust Vivre Card info you must admit Sanji pre suit easily Commander level
