Mihawk is Yonko lvl but Garp and Roger were "Pirate King" level. Those two were on a another league.

Besides she doesn't have to use it against him specifically, he could just take her sword away if it was so easy. Also when they targeted Napoleon, Killer dealt with him which doesn't really make sense if it was such an easy thing for Kid to do.
