Sanji not being too strong doesn't mean Oda HATES him. He literally dedicated a whole arc for him.
Just MAYBE that the author of this series doesn't put Sanji in the same powerlevel as yall want him to be. He's already plenty strong for someone who doesn't aim to be that strong. Be grateful for that.

I think this will be your nightmare when you wont be able to do it because you cant see the difference we do so if you try something like that you will be outmatched outclassed and embarresed like Sanji usually is in the manga

The opposite is often times more accurate though i wouldn't say Oda hates any strawhat they just have different role. Sanji is the cook and dreams about finding the all blue Zoro is the combatant of the crew, a swordsman aiming to be the strongest they will never be equal in terms of strength and there is nothing wrong with that. Sanji is still a beast and has kept up well with both Luffy and Zoro
Just because a character doesn't meet your expectations doesn't mean the author hates them.
Oda spent a lot of time on Whole Cake Island regardless of if specific readers enjoyed it. Oda's given Sanji a lot of panels regardless if those panels have been Sanji acting a specific way that pleases or irritates you. I don't know for sure if Oda likes or hates Sanji but I don't think Sanji's treatment post-timeskip or at any point in the series (since your reasoning is that Sanji's a 'simp' and I'm not sure when he first became that according to you, probably Enies Lobby or even the beginning) shows that Oda dislikes the character.
Personally, I can feel discontent with a character but saying the author dislikes them as if I'd know that seems a bit much. People who think Oda doesn't like Sanji usually are the same who bashed him because he asked Robin for help. Simpletons with zero sensibility who can turn a beautiful reference to Enies Lobby into whatever idiocy their brains may spit. While I myself I'm not overall enjoying Sanji as of now, nothing suggests Oda hates him.
