Nope, he is going by age.

Oden would be 59 today,
Roger would be 77 today
Luffy is age 19

Oden is middle generation, he belongs with Shanks and Dragon, Admirals, Kaido.

Whitebeard, Big Mom , Roger, Garp, Sengoku all started their journey's 52+ years ago.

Old Gen : 60-79+

Most Worst Gen are below 30s except :
Teach/Urouge/Drake/Capons only coz they started their piracy and gained famous 2 years ago... newEra.

Kaido started his solo piracy 33 years ago; before golden era yet still considered same gen as Shanks who became solo only 24/3 years ago.

It is all about Age... and also when you became really famous!

Most mid gen are in 40-50s
Shanks Boa are exceptions

Most Old Gen are in 70s except BM

Unfortunately for you guys no one made parallels of Roger to Zoro in manga world, and Roger was not labelled as a swordsman. So this is counted as "forced" parallel.

Same with Luffy, no one so far has made any comments on Luffy resembling Oden. Only comments were from Shutenmaru saying Luffy has ability like Oden and Pedro saying Luffy has VOAT similar to Oden and Roger.

In case of Zoro, he is the only one who tamed Enma after Oden.

Only parallels that were seen in "manga" and not forced from fans are

Shanks/Rayleigh/Smoker/Ganfold/Pedro etc. saw Roger in Luffy.
Buggy said Luffy's personality is similar to that of Shanks.
Ivankov saw Dragon in him.
Otama saw Ace in him.

Even though no one said in manga, it is obvious for us that Zoro parallels Rayleigh, Ryuma more than Oden.
