Caesar and Chopper panel is a flashback. Caesar isn't in Wano. Chopper already holding off Queen for about a hour. He fought Queen since top 5 supernovas fought Kaidou and BM.

It never died for a multimyriad of reasons. In short Luffy never killed someone if not inadvertently or still not quite patently; Kaido most likely preferring perfection to life imprisonment, Zoro's manifested intent and responsibility. Just a few examples. I could start off with Yamato.

The most surprising thing about this chapter is how Chopper is holding off Queen .
