For all we know, the only two characters to have a mean to hurt Kaido are Luffy (with haki penetration) and Zoro (with Enma).
-From a strategic stand point it makes absolutely no sense that Zoro does get a shot during the Kaido’s fight.
-From a narrative stand point it makes no sense that the heir of the only sword that could hurt Kaido is put aside in the fight against Kaido
-From a thematic stand point it makes no sense that the character who is the second Ryuma does not engrave his legend by fighting a Dragon in front of the people of Wano
-From a character stand point, the same way Sanji helped the crew by doing his role against BM, Zoro will help the crew by doing his role against Kaido.
Trying to understand One Piece story through powerlevel lenses is, at best, naive, at worst, stupid.
