I would rewrite Spandam to be an actual powerhouse but an hidden one.
The idea is that Spandam is a skimmer and a manipulator like his father therefore he was taught to hate strength. He was taught that the real power, the real strength, is the political one. But deep down he would always wanted to be a swordsman who is as strong as an elephant...he wants to be the most powerful man on earth (physically, politically, military). And after :
-Meeting Tom who was unapologetic about being the shipwright who made the Oro Jackson and determined to build the sea train
-Meeting Franky who was unapologetic to build warships and determined to save Tom
-Meeting Lucci who was unapologetic to take pleasure into killing and determined to apply the dark justice
He realized he did not have to be afraid of his dream. Yes, he likes skimming but he wants to be able to cutdown a mountain if need be. He started to fantasize on how powerful he will be if he could be the WSS and have Pluton.
To accomplish his objective, he would have ask Judge to make a Raid Suit for him, the WG a devil fruit, the CP-0 to have a sword from Wano, Vegapunk to make his Wano sword eat a devil fruit and finally start a secret swordsmanship training with a marine instructor.
He would have been in EL but he would not have fought the strawhats. Why? Because after seeing Franky destroy the Pluton blueprints, he realize that Nico Robin being free is the best way to get an antic weapon. He would have let Lucci deal with everything while hoping that the Mugiwaras strive. After the time skip he would have reappeared as the head of the CP-0 and would present himself as the antagonist on Lodestar.

Revenge or protection, an important item, extreme oppresion, or a powerful opponent he himself needs to surpass. When he does go into war, he recognizes his crews technical abilities and inputs, but ultimately he's the one deciding their roles, paces, and consequences.
In wars, Luffy steels himself to not feel anything that has no benefit to his victory. No idiotic mistakes, crying or gags. He feels that he is the one who shoulders the responsibility of everything. His commands to each divisions are simple but specific. Years of survival training by Garp and Rayleigh honed Luffy's tactical ability to the extreme. He's able to recognize the big picture, his assets, advantages-disadvantages, key concepts for turning critical situations into predicting the enemy's strategic patterns.
From the start of Wano's war, Luffy instructs Sanji to lead a specific assassination team and turn all of them invisible by Raid Suit Technology. With this Clandestine Infiltration, Brook's lullaby sedates the guards while Caesar makes both Jack and Queen's personal headquarters into poison gas chambers. Robin grews hundreds of hands inside Jack and Queen's hearts and lungs, killing both Calamities in lullaby-induced sleep.
Both Calamities' corpses being broadcasted by Franky's technology, Luffy lures King, pitting him against Zoro to have a desirable swordsmen fight. While unknown to even his friends, Luffy ordered Law to escort Momo away by teleportation, to Zuunisha. With Momo calling Zuunisha's help, Law teleports Zuunisha to Wano. The Island Elephant runs amok, stomping the weapon factories and even Flying Six Generals in its path. Luffy's execution allows the alliance to kill the enemy leaders without major casualties.
Finally, Luffy conserves his individual combat ability if he wants to surpass an importantly powerful enemy. In Wano, there is Kaidou. Luffy doesn't get involved in any other fights, knowing he has to save the best for last. He absolutely forbids his crewmates and alliance from weakening the World's Strongest Creature in any way, since it will interfere his precious personal fight to become Pirate King. He knows it delays him from immediate war victory, but he can't let that go since he is responsible to be the most powerful being. To be free to do anything, to protect everything.
And for that reason, Luffy also secretly more power-oriented than ever before, creatively integrating and breaking the limits of his powers in order to defeat Kaidou and beyond. Even while asleep, his will-powered subconscious constantly invents unprecedented powers.
For this burden, he allows himself to be adventurous, only after each war. Luffy would, then, order the crew to search for the most exciting islands possible, where he can hop and travel around, scream his declarations and antics, see the most beautiful and unique sceneries, meet exotic creatures to play with, and most importantly to express his visions of ideal life, feelings and care for his dear nakama.

I would rewrite Toki's character to make her a character first of all. Have her be more involved with the plot as well as make her more explored and interesting and not just an empty canvas whose character starts and ends with being Oden's wife and the mother of his children.
Firstly, I would actually explain why she fell in love with Oden and decided to have his children. From what's being hinted in the latest chapters, this could actually be of immense significance. Still, showing a scene or few of Toki and Oden falling in love, preferably from Toki's own point of view would have been more than welcomed. Is it genuine love or is it something preordained for the greater good which Toki is aware of? These possibilities could have been hinted at, implied or foreshadowed. As a writer who is praised as the God of foreshadowing, Oda really dropped the ball on this one.
Secondly, I would expand on her relationship with her children. I cannot actually define her relationship with her children due to the fact that it is mostly made up of superficial interactions. In order to solve the aforementioned problem I would portray her as a caring mother, as someone who enjoys spending time with her children and taking care of them. A couple of scenes of all of them happily playing together, having Toki read them or tell them stories, preferably based on her knowledge of the past, would serve to vividly illustrate the fact that Toki is a caring mother who possesses a well-developed relationship with her children. Really, even a few minor points could actually help achieve that.
The third part that I want to talk about, and most likely the most important part I would like to talk about, is the exploration of Toki's psyche. Here we have a character who has travelled through time and left a lot of people behind her. I would have loved to know how she feels knowing that everyone she ever met and knew up until her latest voyage into the future is dead. I feel that this could have been showcased in order for Toki's character to get some characterization and depth. I would depict this in the following manner. Have Toki get a sudden realization of the fact that everyone she met up until then has died. I would have her shaken up due to this realization and emotionally disturbed. Having this sudden realization and overcoming it would actually serve to strengthen Toki's mental fortitude, make her a woman on a mission, who will achieve her goal, whatever it actually is, not just for her own sake, but for everyone she has met until then.
I feel that these points could be of monumental importance and help for Toki's character. Moreover, they would help Toki connect with the audience, crafting a bond between them, so that when the moment of Toki's demise arrives we can actually feel something.

How I Would Change Sanji
I won't change a lot early on, his flaws should exist. The first thing I would change is his behavior after Enies Lobby. Here, his lust for women endangered both his female crewmates when it was 100% avoidable. He has a scene after Enies Lobby in which he reflects on what he did and promises to not let this happen again. From here on out horny gag scenes would become less and less and we would often have scenes where he swoons over Nami, but catches himself while doing it and stops, now realizing how diminishing that actually is for a woman. That's not the gentleman he wants to be. After the timeskip I want Sanji to have fully beaten his uncontrolled horniness. He can still have dirty thoughts, but he won't act on them uncontrollably. Because of this, the Fishmen Island nosebleed plot would not happen and he won't sexually assault Perona on Sabaody. I prefer those rare scenes where Sanji actually competently flirts up a woman, like he did with Viola, compared to most of the time when he just runs after them. Another thing I deem important is that if Sanji reflected on himself and really wanted to be a gentleman, he would respect transwomen as well, even if he is not attracted to them. Sanji was always ill behaved towards ugly and trans women, which is one of the biggest hypocrisies in his design, making him an anti-gentleman. So from now on, after 2 years with Okama's, he would treat them respectfully like he would any normal person, but not with the adoration he treats the women he's interested in. Not much changes in Punk Hazard or Dressrosa. Sanji would not fool around in Nami's body though, as that is just the pinnacle of disregard for Nami's feelings. Also, while Sanji and Zoro would still clash whenever they can, Sanji would not get jealous in women related scenes as he now cares more about protecting women than lusting over them. So Zoro protecting women, as he always did, is now simply a good thing. WCI: At the end when Pudding kisses Sanji, I would change it so that Sanji takes a step back and gives Pudding a light slap across the face. Telling her "I worked with you to save everyone, but I can't trust someone like you." and then he leaves. Sanji still doesn't want to hit women, but now he can be skeptical of women and doesn't just trust everything they say after his horrible experiences with Pudding, making him much more reliable as a teammate. His development is complete, with this 2 major things would change in Wano. He would not leave Nami and Carrot behind in search of prostitutes, so Big Mom wouldn't catch them as Sanji could easily carry them away to safety with his skywalk. He would not get trapped by Maria as he should have EASILY foreseen the trap with his observation had he not been blinded by lust. PS: As you can see, my whole idea is really just to give Sanji a slow and hopefully natural development over the course of the series to transform him from a Simp that disrespects and assaults women, to the true gentleman he claims to be. Also, I counted words like "won't" as one word, hope that's not cheating.

Character Improvement of Charlotte LinLin aka Big Mom:
Here's how I'll re-write her from WCI incident where she is sleeping with Brook. While we now know all of her different kinda moods like Mother-Mode and Child-Mode, I would use her sleeping state to drop few hints about her different states of mind. Like her acting/talking as a child to her mother and childhood friends, asking where she went and also her getting enraged suddenly which leads her homies to wake up and spot a bug and attack it. This would solidify her character as someone with mental instability and how her homies react to her emotional state. This will further help on explaining why Napoleon kept quite in O-Lin Mode. This scenario also plants a seed of curiosity on audience on knowing who is Mother and what's her story.
The next change I would do to her character is the infamous "WEEEeeeedddddinnnnnngggggg Caaaakkkkkkee" moment.
It was already established that Big Mom is someone who goes on hunger pangs every time she is denied of something she wants to eat. So, it's only natural for her to go on hunger pangs this time over a Wedding Cake that she was drooling over for weeks. The problem here is how she just mindlessly walks around destroying everything asking for the cake. In her previous hunger pang she was shown on the streets of Tottland looking for sweets cause it was not available in her castle. Likewise this time she had seen Luffy destroying her cake so instead of just mindlessly wreaking havoc, I would have her chase Luffy and SHs from the start without the Perospero intervention. This way it would make her character more dangerous as it shows even if she goes on hunger pangs, she doesn't forget. Imagine the horror of a Blood lusted Yonko chasing SHs and Luffy, this would also show them how there will be consequences of their actions. Every action Big Mom takes will be coming from her anger towards the SHs who denied her the wedding cake.
The BMP will use this time to discuss on how to stop mama's rampage afterwards as they are confident on BM killing all the intruders. Then Pudding will propose the idea of baking a new cake, everyone appreciates it. She goes to SHs who are sailing desperately to get away from BM to ask for Sanji's help and so on. The story progresses as usual. Only this time Big Mom leaves Sunny to chase the cake saying SHs fates are sealed and they will be dealt afterwards. Here's how I'll re-write her from WCI incident where she is sleeping with Brook. While we now know all of her different kinda moods like Mother-Mode and Child-Mode, I would use her sleeping state to drop few hints about her different states of mind. Like her acting/talking as a child to her mother and childhood friends, asking where she went and also her getting enraged suddenly which leads her homies to wake up and spot a bug and attack it. This would solidify her character as someone with mental instability and how her homies react to her emotional state. This will further help on explaining why Napoleon kept quite in O-Lin Mode. This scenario also plants a seed of curiosity on audience on knowing who is Mother and what's her story.
The next change I would do to her character is the infamous "WEEEeeeedddddinnnnnngggggg Caaaakkkkkkee" moment.
It was already established that Big Mom is someone who goes on hunger pangs every time she is denied of something she wants to eat. So, it's only natural for her to go on hunger pangs this time over a Wedding Cake that she was drooling over for weeks. The problem here is how she just mindlessly walks around destroying everything asking for the cake. In her previous hunger pang she was shown on the streets of Tottland looking for sweets cause it was not available in her castle. Likewise this time she had seen Luffy destroying her cake so instead of just mindlessly wreaking havoc, I would have her chase Luffy and SHs from the start without the Perospero intervention. This way it would make her character more dangerous as it shows even if she goes on hunger pangs, she doesn't forget. Imagine the horror of a Blood lusted Yonko chasing SHs and Luffy, this would also show them how there will be consequences of their actions. Every action Big Mom takes will be coming from her anger towards the SHs who denied her the wedding cake.
The BMP will use this time to discuss on how to stop mama's rampage afterwards as they are confident on BM killing all the intruders. Then Pudding will propose the idea of baking a new cake, everyone appreciates it. She goes to SHs who are sailing desperately to get away from BM to ask for Sanji's help and so on. The story progresses as usual. Only this time Big Mom leaves Sunny to chase the cake saying SHs fates are sealed and they will be dealt afterwards. My rewrite is based around Sanji and his timeskip and post TS. My idea is that Sanji would be sent to Amazon Lily instead and he would be forced to confront his issues with women directly with no clear escape/running away from it. He would be completely challenged on his beliefs by the women of Amazon Lily and called out for his hypocrisy but in a similar way to Luffy did in the canon, he'd show them his own empathy and kindness and that he is well meaning and has the right intentions ultimately.
Boa would be his biggest obstacle naturally and she will take a lot of effort and some time to come around to him, but they will end up being very beneficial to one another and Sanji can teach the Amazons to cook new dishes and more efficiently and with more skill/techniques and such, giving them guidance on ingredients and such and they can train him with the forms of haki and Boa can help him improve his fighting style directly with the kicks and such. This would tie nicely into Dressrosa with the Spanish theme and his encounter with Viola too to think of it.
Sanji after the traumatic loss of his mother seeks female comfort, validation, company, support, love etc so Amazon Lily would be perfect for him ultimately. He can learn to respect and understand women better and get used to being around them and seeing them as fellow humans/people.
I would love for him to be the one to take on Monet to prevent Nami and Robin getting hurt as both were in danger due to her too I believe. Also Tashigi as well of course. This would be the beginning of Sanji's rebirth and evolution, his true ascendance. He will still protect women and girls but he prioritises protecting his crew and the innocent and will not tolerate them being harmed by anyone, even other women, including beautiful ones. He even is willing to fight and hit them now if necessary but will only ever use what strength is necessary and will only escalate if he has to too. A sort of "gentle fist/kick" style. Or even "gentle sole" badum tsh.
Skip foward to Black Maria, he will end up getting captured as in canon but with a radical change. He refuses to surrender to Maria and she keeps hitting him and it triggers his Conquerors' Haki awakening and surprises her. He refuses to put his own crew in danger and especially lead Robin to her, straight into her trap. He realises, if he lets Maria beat on him and even kill him, he will have failed his crew and anyone else he needs to protect so he decides to use haki to protect himself from her and "Heavens Memories" (which is Hells Memories but with a positive inspiration instead, based on his mother, sister, Zeff etc) to break himself free and fight Maria, knowing he can't let her succeed.

She Is a very disgusting and annoying spoiled brat and it makes me mad that Oda doesn’t treat her as such
Her backstory makes you understand her mistrust for men but it doesn’t justify any of her actions and doesn’t even make you sympathize because of how she is
When we first met her she was a self centered, man hating, animal abuser who thought she can get away with anything because she is beautiful which is a very petty and dangerous mindset to have
Just a reminder: She almost killed her subordinates and decided she would rather have her entire island massacred including her sisters rather than going to marinford because she didn’t want to do what men asked her to do but after meeting Luffy and falling in love with him in almost 30 minutes she decides to go which means Luffy’s request > the lives of her people

She is just wet for Luffy she still hates 50 percent of the pupulation She still treats someone that is like her mother and saved her life with disrespect and it doesn’t even seem Oda has any plans to make her a good person or have her grow but just expects us to root for her or be worried when she fights the navy
The least you could do is by knowing Luffy and seeing how good he is make her drop her guard and atleast appreciate Rayliegh and Jinbe who helped Luffy so that she can stop being a sexist pig and also give her a reality check that she can’t get away with everything
