I don't use Zoro as a measure for Sanji to have it or not.
But IF CoC is indeed something to consider a character a "top tier", then sure, I would root for Sanji to have it, since I want the character to be strong.
But that's as far as my willingness goes.
Just like Oda focused on Sanji coming from TS with a flying ability and giving him an Aerial Flame Battle?

Is there a post on here/you may know of that lists possible hints for Sanji having CoC. Personally I haven't seen many hints at all or at least ones that are as obvious as Zoro's CoC foreshadowing for example. Is the consensus in the Sanji FC that he will get it?
He definitely has the leadership qualities in him and having CoC would be the ultimate irony/fuck you to Germa 66 especially when you think back to Judge's sole ambition and parting words in WCI.

CoC reasoning:
1. Sanji has the will to die for what he believes in
- A lot of CoC users were shown that sacrificing their lives for what they believe in is a pretty standard thing for them. They have the will to never back down on their priorities. Sanjis scene in Skypeia then again in thriller bark showcased his willingness to die for his crew. Sanjis introduction also showcased his willingness to die for Zeff. After growing up without a family hell do anything to protect the one he found (similar to other notable CoC users of Whitebeard and Ace)
2. Sanjis leadership
- Sanjis leadership has been one of the most focused on things in Sanjis character and he’s flipped people to the straw hats side many a times in order to change things for their favor. It started with Gin, where Sanji alone made Gin rethink his loyalties and dreams while he stifled his own spear. Continue on, and the flying fish riders were unsung heroes of the Sabaody Archipelago arc and they joined only because of Sanji. Then cue the new world where G5, Viola, Pudding, Germa, and again recently in wano Sanjis indomitable will brings people to his side and gives them the energy to fight. Mihawk mentioned that this is one of the scariest powers when referring to Luffy doing the same.
3. Sabaody Archipelago
In Sabaody Archipelago there were 4 straw hats to attack the Celestial Dragons. Zoro try to cut down Charlos, Luffy punching Charlos, Sanji kicking Roswald, Usopp falling on Roswald. After this Oda showcased controlled CoC and you guessed it those four straw hats had panels immediately afterwards. Not to mention when Luffy did it again returning from the straw hats, Sanji and Zoro both shared a panel commenting on it.
4. Sanjis role in the Straw Hats
- Sanji is a member of the monster trio. One of the leaders of the crew and one of the strongest. He plays the role of the crews guardian and puts himself through anything to protect them. For 2 members of the monster trio to get it and not all three would be abnormal for Oda.
