Ehhh, now I see what was being conveyed. You need a double digit number in front of the first Kanji (100 million) to make it a billion. The single dot would mean its under a billion, but let's wait and see if it's misdirection. It's just an advertisement.
However the fact that Ace was only 500 million, even if he was young, would align more with WBPs division captain bounties being lower than usual. There are 16 divisions, so general bounties being smaller is a given.
Think about it this way by sheer numbers, the smaller the crew, the higher the average bounty (maybe):
- Shanks has the 3rd lowest Yonko bounty at low 4 billion but is said to have the most "balanced" crew. You can assume most of his main crew is at or near the billion range at least, maybe lower. (I'd say like 5 or 6 of them are above 1 billion).
- Blackbeard is similar to Shanks. His crew is small (in terms of notable characters) so I'd expect a few high bounty subordinates followed by those, in average, higher in bounty than other Yonko, save for maybe Shanks.
- Kaido has (had) 9 major subordinates, 3 of which are over a billion. Drake isn't super high but Apoo and Hawkins are, and we don't even know the rest of the F6 yet. Average wise, they would be lower than Shanks or Blackbeard
- Big Mom has a large number of captains/ministers. Her 3 sweet commanders have a lower bounty average than Kaido's. Her veterans seem to be pretty high, but we can't compare until we know the bounties of the F6.
- Whitebeard has 16 division captains. If Marco is less than 1 billion and Ace is 500 million, then the rest are somewhere around that range or lower. That would put WBPs as the lowest average bounty crew (assuming Shanks and BBs crews are higher), which sort of makes sense since WBs crew was pretty passive/good natured.

Blackbeard and Shanks' are higher or will be for BB once he does something drastic.

stop expecting characters who are underlings to have a bounty over Luffy
Even Benn I won't be surprised if he has 1.4 B max
King 1.33 B
Roo 1.2 B
Yassop 1.1 B
Marco 999M
Jozu 800-900M
Vista 700-850M
Don't expect characters with no crews to also have a bounty over Luffy unless they were Ex Admirals.

Mihawk 900 M -1.2 B max
Weevil 888M or 988 M
Marco having less than 1B won't be shocking since Ace has 550M . Marco wasnt gonna have 500M+ over Ace that's a fact
King has 300M over Jack and kata has 450 over Snack. So Marco has nearly 450 M over Ace
After Marco AP shown to be around Base sanji as I claimed
After Marco didn't show advanced haki or coc as i claimed
After Marco has a bounty below Luffy as I claimed and even below Kata!
After King and Queen are shown to be have highest bounties among Rocks trio commanders as I claimed.

What will Maroc fanboys use now to rate him above Kata? No CoC, no advanced haki, no G4 AP, bounty below 1B
Accept it that he was never above Kata or even Cracker/smoothie.
King and Queen have higher bounties coz they are crazy and strong but still below Kata.
The only argument left now is "he clashed 2 casual YCs or nerfed non serious Linlin or casual Admirals " which anybody on Vet/Yc level can do
the dude is fighting him in base
