It's far too late for them. It's chapter 1018. Oda decided to focus more on developing Tama and fodders than focusing on Usopp haki. Oda's priorities obviously has shifted away from the straw hats not named Luffy.

They might have more fights in Wano and might get stronger in Elbaf as well!It is up to Oda to improve their stats in a way that is convincing!

I guess it's undeniable how it has been a trait of him for so long Oda will probably not forget about it / shift, and perhaps Usopp and hammers will remain a thing even though generally Hammers are not so strictly necessary, conversely.
