Why are people assuming the fight is over? The spoiler provider is just assuming Jinbe used his strongest attack, that's the only reason why he thinks the fight is over.
Who's Who hasn't really done anything particularly crazy with Rokushiki yet, I'd say wait until 1019 rolls around before assuming he's down
The chapter is titled Who’s Who vs Jimbei. You don’t title a chapter that and then have another chapter later that’s mostly about the fight. So either Who’s Who is down or the fight is basically over.

That is literally what Oda does... He names the chapter VERSUS and then proceeds to finish the fight by the end of the next chapter not on the VERSUS chapter.
