Boa was 29 in Marineford last time we saw. So she still has a decade to reach her prime. But yes I consider Hancock > YCs, especially if she can use that advanced Haki shit.

I've said this multiple times. When Shakky told Luffy that Rayleigh was hundreds of times more powerful than him at Saobody pre-time skip, I'm almost certain that the implication was literal.
I've also said before that I think warlord positions are offered in part based on the forces you command, not just or even mostly because of your actual battle power.
TLDR;
I don't view the Paradis-based Warlords favorably at all.

I would also argue that the discrepancy between how the crew dealt with Pacifista pre-time skip vs post-time skip indicates a minimum 5 fold strength increase, and even then Rayleigh is MUCH stronger than base Luffy. So Rayleigh is clearly at least 20-30 times stronger
