oda wants to keep them young to relate with the fanbase is my guess
sure op has been on for 20+ yrs
but the key demographic is still teenagers and young adults
but man I would love to see luffy at 30 and not some 19 yr old .

Yeah Shin and Kingdom improvements are way better than usual shonen (Naruto, One piece etc). Shin has grown stronger for 10 years from 14 to 25y

Exactly. Kimgdom handled it sooo well by doing time skips in between each arc. In One Piece the world seems to spin only around Luffy - for everywhere he goes, back to back each week he has a whole Arc with a main villain in front of him to beat and surpass with ridiculous plot armor. Give the man a break of a year or two after each arc where he can improve by a bit of training and side quests.
