It comes down to two main ideas.
• I don't think Kaido is the current strongest, for a bunch of reasons. I have other people above him. From the rumors surrounding him, the timeline where he gets taken out and other things.
• Shanks overall portrayal and role in the story and what I think he is meant to represent, for both Luffy and Blackbeard.

Also what are you saying? What level was WB at Godvalley? Shanks was a Yonko at 33 while you're saying WB still wasn't a Great Pirate at 36?
