Fishmen Island are not Alerted that their Road Poneglyph was taken
So someone who they Trust must have took it
It's either Whitebeard or Shanks or Gaban
Since Fishmen Island was under WB's Protection & it was a Place where it's hard for Humans to steal such Big Treasure (Fishmen would easily use Water & defeat anyone, even Yonko themselves) so i don't think he needs to take it away
It's obviously Shanks imo who took it, & that's how he gained WG's Trust
Shanks most probably took the Road Poneglyph from Fishmen Island & gave it to WG to make them Trust him
However his True Motive is:
1. To Make sure No One of other Yonko finds One Piece
2. To Make sure Literally No One finds One Piece except Joy Boy who is Prophesized
3. To Make sure this Next Pirate King must Defeat WG First (Because he doesn't want One Piece to be Found unless WG are Damaged or Defeated)
4. To Gain WG's Trust & Plot against them in Secret
5. To prepare for Next Joy Boy or Next Pirate King, so that when the time comes, he lends him his Strength & they go to Defeat WG
So yeah, Shanks is basically "Guardian of Grand Line"
You can't become Pirate King unless you know where Final Road Poneglyph is, which only him & Gorosei knows
And you have to be chosen by him & he needs to lend you his Strength to be able to take down WG, while at same time he became a Yonko & tries to keep the Balance so that the World is stable until next Joy Boy arrives
