A Whitebeard who in his prime was Roger's equal. So Roger not having a black blade doesn't really help in the argument that having a black blade means you're stronger than other users wielding a blade

Imo the black blade stuff is heavily related to the color of armament(with the highest lvl of control allowing you to turn a blade into a black blade), which coincidently is Zoro's haki specialization

While as a conqueror, the one who conquered grandline, Roger specialized more in color of conqueror, which coincidently is Luffy's specialization
Where in this panel does he imply that? It's more like he never knew the gap between him and WB in the first place and the fact that he said he wants to measure the "true" distance between the "WSM" and himself tells me that he simply doesn't believe WB is the strongest
 
to be a black blade user you have to be a CoA specialist

If hes gonna do it then he has to fulfill whatever requirement is needed and if it's a solo journey, that's what he has to do.

WELL DUH. Note the words, "in this fight". Vista showed more swordsmanship skills than Mihawk in that particular fight so obviously the databooks will have to describe it as it is. Luffy showed more willpower than any of the admirals in MF. If the databooks had to describe Luffy's will against the admirals, it would be the same thing/similar along the lines of, "Luffy showed his will which is superior to the Admirals in the entire Marineford war."

If it was meant to be taken from the first chapter till the last, then it would have been described as, "Vista's entire swordsmanship skills and power is considered to be superior than Mihawk's in the entire series."
