If Sabo only got 600 I would not be so optimistic here. One thing that can make users hope is the notion that Judge probably committed more consistent crimes than Sabo did when it comes to cruelty and is also quite older which might equate to much more numerical output, but Sabo is still the man who assaulted Marie Geoise and accomplished all those crazy things in Dressrosa and so on.
Sabo is incomparable to Judge. Why compare a secretive subordinate to a major infamous leader anyway? Plus like you said Judge is older and has already done more, he almost conqueror’d Sabo’s home sea lmao. Perospero has a higher bounty than Sabo. I hope you don’t think for a second his is higher than the man who his emperor mother specifically sought out.

Perfected forbidden ground breaking science
Is a traitor to the WG directly while also being a valuable asset, a scientific genius like Vegapunk so that alone would give him a major bump on a bounty
Recently “allied” with Big Mom so another increase on his bounty would come.

Bear in mind it's not that he distributed Red Suits to an entire army. Had he done that or be likely to I would have no troubles placing his bounty quite high. But overall threat wise I'm fairly confident that the Revos stand quite superior in this stage.
Then again the only real argument I could make in Judge's defence could be a different past compared to Sabo's and maybe he cumulated a good bounty during that period, but it's fairly speculative as it doesn't seem like he was such a massive threat to the WG in the past as well. He conquered some territories, but nothing that massive.

You seem to forget the WG works with pirates and other criminals both openly and secretly.
Nothing implying Germa couldn’t just negotiate with the Navy to change Sanji’s bounty. The same way Shanks can have meetings with the Gorsei. Or how Blackbeard can waltz on in to Navy bases and become a Warlord.

Judge, +500 million though I don't know about Judge reaching a billion. He's a leader of a pretty notorious and powerful organisation so I could see him gaining a hefty bounty. 600-800 million range wouldn't surprise me but lower seems more likely.
Ichiji-300-320 million. I can't really picture any of Sanji's siblings surpassing him in bounty.
