Croco already lost the peak of his ambitions after losing to WB and becoming a silver medalist and had to become a government dog, I don't see him trying to retake Alabasta after Luffy beat him either...
Lucci is a government assasin, not a dreamer looking to be the best or rule over territory.
Enel fucked off to the moon after losing to Luffy, because it shook him so much.
Doffy is imprisoned and laughing like a man who wants to watch the world burn, he is not living his dream...

They won't come for Luffy, but they still have their own ambitions, their other goals after getting defeated by Luffy. And if Kaidou were to survive here, 100% chance he's gonna participate in the Great Final War, which is literally his dream. What says you about that? About the whole "villians can't have their dream fullfilled".
