Eh, One piece is Oda's story to right and Luffy is the main character. There is not a single arc till now which doesn't have Luffy, Marineford, then WCI, Amazon Lily. Oda has always given Luffy shine and Readers had eaten it up. That is not to say Zoro is not important, Zoro according to me is 2nd most important character in the manga, he is both part of monster trio and Romance dawn trio, and have great parallels with Luffy.

Zoro is a major selling point too, & tbh One Piece have one of the biggest & best side-characters who are fully explored & have multiple roles throughout story
