Piracy in fact is basically part of our society here.

People make DVD copies of movies and sell them on the street, right alongside police officers (who don't give a shit, in fact i've seen many of them buying), teachers just tell people to download .PDF files from academic books or tell where they can get cheap copies of those.

This shit is wild.

same shit here in Pakistan. cheapest country in the world. Piracy is actually encouraged. People are running legitimate business selling pirated content.
No government tracking (if you are a ordinary citizen at least), no vpns required, identity theft is extremely rare, no one uses a credit card ( cause we dont like em).
Government provides the books and the copies too.
not half bad.
Healthcare is good too. I have a cousin living in usa, He came back to the country just for a dental procedure. The two way flight and the surgery combined costed less than the usa one.
