This is not King of Lightning is it? He's infamous for power scaling takes like this with Enel and such. "Garp is Vergo level". AnimeFanTalk had "Sabo is Yonko level" too after or during Dressrosa?

But actually, though, you are right. Whether he fights Fuji, Shiryu, Monk Gorosei, etc before Mihawk, it makes sense he's not at all that strong, but strong enough to fight an Admiral, blackbeards #2, and a Gorosei (assuming they are also broken strong, we don't know yet) after defeating King, but before Mihawk
