Boa sisters only showed observation. Which fodder did Luffy fight at marine ford that had both? And the cp9 agents did have haki. Only armament. All ready stated how geppo is the use of ryou to either create a platform to jump or to push haki forward allowing one to propel. The strong leg kicks makes no sense for geppos use since we have people with weaker leg strength use it and people with more leg strength than Sanji not use it. Rokugun is also probably ryou (advanced) since Luffy is also rubber on the inside (his organs).

Also the way Lucci fires shigan has to be utilization of ryou since he is projecting an attack foward

Boa sisters showed both types. The fat one specifically lit herself on fire without taking damage by using haki.

Yip you are correct. I was thinking of the regular armament hardening. But they were clearly showing ryou

Man,go read the manga again!Boa sisters blocked his attacks with haki and dodged with coo,we even see a panel of Luffy remembering sentomaru!All vice admirals have coo and coa and Luffy koed a giant one!As for fodder,they are fodder...we won't get to know much about them...but we did see some NW veterans destroying pacifistas and since the marines were fighting those guys we can imply some of them had haki!Also,it doesn't fucking matter who had both types of haki or not,G2+G3 pre skip Luffy was enough to beat many haki users!G2 and G3 provide speed and power,coo won't help you if can't keep up with someone's speed and coa won't help you if you are physically weak!
