The consistency of the writing with regard to the marines does bother me a little.

Having said that, i could imagine he is also a guy who would try to fix things from inside the organization, as can be seen with Shichibukai.
I mean the human shop in Shabondy is also known, they literally named it "Employment center" or some shit, Sengoku was there, so was Kizaru. So yeah, even the good Marines struggle with that, and only do it since they can protect any other citizens, and basically look at piracy as the worse evil.
