After the first time his level increase until franky/robin level, then when he used the second time (against king) his power increase near than jinbei. So now sanji is near than jinbei level (yc2).

shimotsuki quite literally means "frost moon" so yeah i cant disagree with that.
but i think when you look at it from the perspective of toki's prophecy i think the moon for this arc is momo. kozuki also means bright moon iirc.
