Ehh, Blackbeard was an unknown pirate with a 0 bounty. He's still growing, and chances are his 2.x Billion bounty is going to skyrocket once he gets whatever he's trying to get before the Marines do. Mihawk just has a former bounty that will be reinstated. That could be 3-4 Billion. If Luffy is defeating a 4.6 Billion pirate this arc, nothing is that hard to see at this point

BB became world-famous as soon as he defeated Ace and joined the Shichibukai. Everyone knows BB's history now. BB did far more outrageous things than Mihawk has ever had on top of being nearly as strong as him if now stronger. He also has a crew comparable to that of the rest of the Yonko and controls a part of the new world. It makes no sense for Mihawk to have a higher bounty than BB.

Its just a bounty tho, and ulti is rly young+she was more impressive than other f6. Robin has 130millions bounty and still low diffed black maria. Ulti is doing the same, black maria showed nothing that can stop Ulti, if she cant damage Robin with her punch, she aint damaging an ancient zoan also.

King's bounty was not what I predicted but it's within expectations ^^
Tobi Roppo bounties on the other hand are very disappointing. Ulti & P1 being the lowest is a bit disappointing as well but understandable given then are the youngest and akin to Rookies given their age (iirc both are 21?)
I will say though that the Tobi Roppo bounties does really put Perospero's bounty into perspective especially when u consider that the beast pirates bounties are much higher than their big mom pirate equivalents. Even putting Ulti and P1's bounties aside, the fact that Perorin is that much higher than Who's Who and Sasaki is very impressive ^^

Enel was (much) stronger than (pre-haki) Lucci. Lucci was stronger than Moria. And Luffy literally fought them in reverse strength order. Crocodile throws that off even more.

Moriah withstood a barrage of attacks from Nightmare Luffy. Nightmare Luffy would have rag dolled Preskip Lucci.

Enel was all Devil fruit and precog, and even pre gears Luffy was handling that. Lucci is consistently on the level of Gears Luffy without the drawbacks. Only advantage Enel had over Lucci was his DF, and the VC retconned Lucci into having Haki, preskip. Lucci with Haki demolishes Enel with ease, like Gear Luffy would have.

He just said he'd have a 500M bounty which is meaningless given how destructive his DF is.

Pre TS Lucci has CoA.
Enel was tagged and beaten up by a pre-gear Luffy.
He gets blitzed and stomped by Lucci.

I mean, it's clear as day his bounty is going to grow again before the EoS lol. I'm not sure why this is a hard concept to grasp. Don't be surprised if Mihawk is higher than you are thinking, especially now that he's not a Shichibukai anymore.

So either 1) Lucci didn’t consistently use haki even though he knew Luffy had it (which with get him beg diffed by Enel) or 2) Lucci didn’t have haki

Ask Oda to explain you. He is the one who retconned rokushiki into haki and said Lucci has CoA pretimeskip in his VC
Lucci with CoA nodiffs Enel, he speedblitzes him with soru and oneshots, that fact is undeniable.
