Nothing about my vote on Conq indicates a lack of awareness when it comes to Night Action resolution, Usopp. You forget I've far more experience than you have here, so I'm not sure why you're acting otherwise. As my action self-targets, traditionally, because it's a tier 1 action, it would resolve first. If Conq can bypass blocks though, then his action becomes tier 0.
