I think so. Since Misty used her protect on Ratchet and Ratchet used an ability to stop that ability. Conq’s invest would seem to confirm that Ratchet’s ability stopped Misty’s.

Unless someone is keeping something secret that leaves me as the only RB/protect left as far as I’m aware.
