you are basing this assumption off of one statement from luffy where he says "surely his observational haki has gotta get weaker over time" but when put with context it means simply that "as his haki pool is depleting his future sight stops working and hence gets weaker".
nope not at all.
if luffy uses G4 and spends so much haki, he depletes his haki pool and needs a ten minute cooldown.
that does not imply that other characters need the same.
this is obvious. the entire pretimeskip is proof of this.
luffy struggled to block doflamingo's attacks even before he went g4.
doflamingo depleted his haki resources over the course of the fight. he spent his stamina and haki and was at his last legs at the end of the fight. that doesn't mean his haki magically drops down to fodder level ~ that simply means his haki pool is depleted.
