I see foxfire style as nothing more than skywalk - a conditional ability which might be useful at times but just a party trick/gimmick otherwise. There's no way it's this important/worthy to be a powerup when Oda literally offscreened it entirely lool.

That is, they have a common concept, but one is a power-up, and the second is not.

I don't deny that. They don't necessarily make you stronger in combat as well. That is what a powerup is to me. These are new techniques that the character integrates into their repetoire. That's like saying G3 Grizzly Magnum is a powerup for Luffy because he didn't show it in FMI while he showed it in PH. They are new techniques that these characters can add into their arsenals.
However as I've stated earlier; Gears, Enma, Kyutoryu, Diable Jambe and Raid Suit are the powerups. Not the techniques.

Him cutting steel is a feat, he did not gain an ability that allows him to only cut steel, he could cut anything and everything that he wanted to. Obviously that ability was retconned into Ryou in Wano and was nerfed with Haki being introduced.
And ofcourse it's a powerup since Zoro himself acknowledges that he's stronger now.
In before It doesn’t work on Kings flames. It would be good hype if his flames are special because lunarians were able to burn in outer space without oxygen
King vs Zoro hasn't even started yet and people have already started downplaying Zoro's eventual win as "unfair" by comparing it to Enel and Luffy. It amazes me how a fictional character getting shine can get people so riled up that they go to such lengths to downplay him.

As I said earlier, individual techniques that have situational usage are not powerups.
Powerups: Gears, Kyutoryu, Diable Jambe, Raid Suit, Enma etc.
Not Powerups: Skywalk, Foxfire style, Grizzly Magnum, Rotisserie Strike, Farce of the Dead etc.
I suppose it is a quite low-key one. It’s something entirely new that he simoly couldn’t do before, which I suppose makes it a powerup the way just showing a new attack isn’t.
I wouldn’t consider it in the same light as things like Haki/new swords/Luffy’s Gears/the RS are though. It wasn’t this huge deal- the way Zoro got an entire fight to learn to cut steel- it was just “ha, I learned to cut fire off-screen”, not even as a highlight to Zoro’s role in the roof fight.
This is not a selective approach at all. I don't consider Skywalk a powerup in itself. I don't consider Grizzly Magnum a powerup in itself.
A powerup is something that makes a character significantly stronger. It isn't something that's very situational and of absolutely no use if the situation isn't apt for its usage. There are exceptions like Sulong which is dependent on external factors but is a technique, which when mastered, functions like a powerup when its used.
