Current Events Enies Lobby matchups set in stone?

So we're back to Enies lobby parallels again..

Sanji takes the 3rd strongest, zoro takes on the 2nd strongest..

and Luffy takes on the strongest who's leagues above the 2nd and 3rd strongest.

Seeing how BM and Kalifla stuff played out with sanji in both arcs.. and right after that he saves chopper and ussop in the respective arcs.. in that same arc zoro battles Kaku and Jabura together at a disadvantage.. while in wano sanji does the same with King and Queen.. lets not forget.. Luffy came with gear 2 and 3 in Enies lobby while in Wano he came in with ryou and Acoc.. 2 power-ups in these arcs .. and his eyes set for Lucci.. we see the same if not more ambitious Luffy aiming for kaido as well..

just like Enies lobby was leveled.. Onigashima is also about to fall and level the Flower Capital..

yea Kaku precisely.. or a mix of both jabura and kaku coz of the tekkai..

but anyway.. queen has multiple arms.. kaku could attack multiple times as well even ranged attacks..

btw right after Enies lobby.. we were introduced to shanks being a yonko..

so at the end of wano arc this year shanks would make his move..

2) in both of these arcs SHP had alliances
3) In both of theses arcs SHP reached the 2nd destination/Island ie: Onigashima and Enies lobby... sailing or traveling through the storm..

4) Lucci first fought with Franky until Luffy came and told him to help robin

Kaido fought with Yamato until Luffy came and told her to help out Momo

Makes a lot of sense.
About the Navy intervention I'm not sure. Oda could definitely bring in that twist towardsthe end, maybe to 'spoil' the victory.
Some still speculate the raid will fail. I doubt this will happen but instead the victory party could he ruined/cut short by the Navy sending a buster call. CP0 is there for a reason, there's no way Oda put them in Wano just as narrators and as witnesses for future bounty increases.
