it was literally stated in manga that haki blooms in battle if usopp had modifications that made him stronger he would have more battles and thus more haki blooms

Except that usopp runs away most of the time, haki only blooms when the user is pushed to his limits

It doesn't matter, King has a sword which is why he said that. He not losing he just got hit. What Sanji doing this chapter is losing. Getting destroyed bones broken about to die until Judge Saved him. King will never beat Zoro.
