Because they're supposed to stay in the shadows. Mother Caramel said that Linlin had the potential to become a fleet admiral and even after that, she brought up the possibility of her being in CP0. Caramel didn't say that because Linlin was good at stealth or secrecy but because she was strong af.

There's also the thing that the Marines and Gorosei don't always look eye to eye (like their small quarrel with Akainu) so it makes sense for them to have their own top tier(s) working directly under them in case they are needed.

I think you're underestimating the CP0 here. They're being hyped especially for the final war imo.

Honestly this is a amazing overall durability boost, but i wonder what more does it boosts. Cuz its clear his body is more tough, that was literally the point of showing it, but will something else increase? If it does, it needs to be stated, showed and made clear.
