So I took a look at this further. Tekkai is written as "鉄塊" while Sanji asked if Vergo is a "鉄の塊 ". I think it's the same thing.

I think Vergo was using Tekkai/CoA that's why Sanji said that.

I wonder why Sanji never learned this...

There's a subtle difference man.
The first kanji stands for Iron while the second kanji stands for mass/lump.
Putting both together just like that "鉄塊" , you get "Iron Lump" which is what Tekkai or Iron Body is. However when Sanji asks Vergo, in that context it translates like whether he has a body of iron or something with that phrase. If Oda wanted to show Tekkai, he would use the previous phrase only no?
