He can regen but not to every single damage and so just to an extent. He would have likely died if Queen didn't lose the grip since he would have turned into liquid substance in the long run.

Btw, I didn't see anyone mention it, but what Queen does, is basically Kidd's plan to hurt Kaido.

i don't think sanji´s regen will only work after moving away from attack in future. It might work whilst taking attack and something like invincibility unless hit by extremely powerful attack
