For me is actually the opposite. Oda's design aren't that unique, his best ones are very inspired in other works or rl people(like the admirals). When we look to his own style we have the Nami's clones for example.

Oda has some of the most distinct designs in fiction. You can distinguish an Oda design from a silhouette alone.
He only struggles with females. But who cares really they make up like 2% of the cast.
I don't denied his distinct designs. I just said his better ones are inspired in previously works and that's pretty fine because he literally drew more than 1 thousand characters. Also, we're comparing a support character with one of the most recognized ones from dark fantasy, Mihawk's design is better than some support from Berserk too.
Design is something subjective, i'm going with the most remarkable and impactful ones which is what i believe is most important.
As for the technical aspects such as color scheme, lines and proportions, I prefer to leave it to those who really understand.
