Unfortunately this is very true, Orochi is so far a really great villain meanwhile Kaido feels very lackluster as a villain especially since he's supposed to be the main villain of the Wano arc. Other than one shotting Luffy and sending him to the prisoner mines at Udon, he really hasn't done that much. He's just been mainly at Onigashima drinking and that's pretty much it, say what you want about Big Mom but even she was at least doing stuff during the first half of the WCI arc.
its stupid that the yonko are in possession of road poneglyphs. its a lame way to make them an obstacle.
more so since Luffy already stole one from BM.
there are better ways to force a confrontation than this.
Luffy already had reason to confront BM. same as he already had reason to confront Kaido.
Luffy is not on a quest to avenge his fallen brother. never has he made any comment regarding Akainu specifically.
you wanting it to be like this does not make it real. Luffy always accepted that Ace had his own path and that how he lives his life, or wasts it, was his choice.
what is questionable is that you treat it like this encounter is set in stone. retribution is not what Luffys character is about.

He was speaking about Soru Soru no Mi and Kate Kage no Mi.
Why couldn't Big Mom have a collection of Super Strong Souls that we has collected and that she put in objects ?
Like some suspected for Pedro Soul.
She would then put those objects in Mont d'Or Jail.
She could have a Piece of Rock D. Xebec soul that coul play an important scenaristic role. Like he could tell about his story.
