For Kid and Law, you can justify it as we don't really follow their characters that much. We don't know everything they know or have done. They could have been training for awakening throughout the timeskip, idk.

But we know Luffy doesn't know how to awaken his devil fruit. So him getting it would be the ultimate asspull. If Luffy geats a power up, its gear 5th or a new gear 4th form.

Yeah, awakening is like a new mode, but it's usage can be limited to a few number of attacks as it's too taxing for them like DJ was to EL Sanji, for example.
