I think we have established he is likely town, but we have to figure out what first made @Ratchet think he wasn't, I believe Ratchet too, which is the strange part. I feel they both are telling the truth so there has to be more to it. I don't really want Ratchet to claim either since I do believe him to be town. So it's conflicting.
