By your logic Moriah is stronger than Kuma

TB and Wano have different structure, for example Kaido and BM are concurrent villains while Kuma only showed up after the defeat of Moria.

The story, this type of story where they are both fighting simultaneously, doesn't allow to BM to be stronger than Kaido.

But i think Sanji will lose his effects. I dont think Sanji will remain with his eyebrow changed. But invisibility will be cool if that happened.

The eyebrow change seems to indicate his Germa stuff mainly being awakened if compared with his siblings. It looks a bit weird for Oda to introduce the change, only to take it away later. I don't really care for invisibility, so that's whatever to me. If he has that later, then cool.
