No it doesn't. Zoro has to regulate his haki because enma consumes MORE THAN IS NEEDED not because he is nerfing himself. Enma whole gimmick is that it overuses haki.
Zoro given in basically means he going to overuse his haki. Kinda like how Luffy runs out of haki in G4 because he uses too much
Again stop being silly. He has to regulate it because enma uses to much of it which literally means he has to use LESS haki. This is because it's literally implying that he can't go all out because enma (when zoro is trying to use little haki) is trying to suck all of it out. It nerfed his fighting style hence why up to this point he has not being using his full haki output since:
1. Enma takes to much and he wants to last longer in battle

It is so funny some Zoro fanboys do not understand the importance of coc splitting heavens. Kaido said only very few people can use advanced coc. And out of those few, fewer can actually create an attack so powerful that it reaches heavens. Luffy canonically is shown to have the attack power on the levels of top tiers.
It's actually in reference to haki/will since he admits that he was legitimately regulating his own haki. Which means he was deliberately holding it back
