Luffy is a new lvl right now, I think he should be able to beat Doffy alone with G2+Advanced CoA and future sight.
G4 would probably one shot him if he combinate it with advanced CoA. Luffy move on to Low top tier lvl.

Each sword has it speciality
Shanks sword can withstand magma without being coated with haki even.

Give Mihawk/Shanks enma and he might push kaido to extreme diff or even stalemate
... without it, they will push him to high diff

Of course other Top Tiers don't need Enma to fight against Kaido, let's not forget that he was defeated seven times and that BM was perfectly able to match him while poor Oden despite having Enma still lost to the King of Beasts.
