We can see that sanji is showing 4 fingers in that panel which clearly correlates to his ranking in the crew.

In terms of actual screentime in the story, I am pretty confident both Sanji and Nami are above Zoro.
Of course Zorotards dont actually care about character or character development, so that doesnt really matter to them

offcourse sanji is the deuteragonist, he perfectly fits one, He can do whatever he wants, has authority , not a yes sir kiss ass to the MC, doesnt put the main character to pedestal. if you think about it, most Deuteragonist has case of being chase by the MC. didnt luffy chase sanji, similar to naruto chasing sasuke.
