In the case of armament haki, in general it happens when they clash, but in Ifrit jambe, even before the clash we can see lightning effect sparkling from the fire... So It's definetly due to The hotter flames (also CoA maybe) therefore it is a plasma effect
Sad to say but probably no attack is really luminar in OP despite lasers are in the real world, or else it would not explain why the same characters dodging lasers cannot dodge attacks carried at simplistic supersonic speeds.
It could be plasma like many people said. But in my opinion, that's actually blue flames. Now the white lightning effects doesn't make sense for blue flame but Sanji said that his flame is even hotter now. In one of my recent threads, I said that Ifrit is blue flame, Diable is orange and Surtr is black.

I think it's simply a combination of fire and Armament haki creating the lightning and volcanic effects of this ability, sort of like how Luffy in Gear 2nd was able to create Red Hawk with Armament haki, with Ifrit Jambe it's the same thing. I would love for Sanji to have Conqueror King' haki but this is not it.

The above explanation seems to fit what it is Sanji is doing right now which is significantly raising the temperature, tenacity & strength of his flames. So those electricity looking tings is a phenomenon caused as a result of Sanji's flames burning at an insanely high temperature
