Was he caught only by fodders?
How relevant he was during captures?
My take is that he was majorly caught by fodders marines when he was drunk enough to not being able to wake up/stand up and once he was getting executed ( guillotine breaking and shit ) someone from HQ arrived and told them to sent him off because balance of teh world.

I'm not sure if they would bother as Kaido was still a huge rookie :/ although I expect him to have been already intimidating from a power level perspective but arguably not enough to send Garp or someone as dangerous as Akainu.
