Sanji won't have same abilities as his family especially it shown DJ isn't something to replicate from how Queen shown which one is able. This is probably more from him and Haki related given the fact it is in similar fashion to the black lightning effect, so possible on COC than elemental thing. While true on fire able to make effect on plasma and lightning, It wouldn't be only thing if there as Oda talked about his Haki being apart on it creation, so possiblity of it being hints to COC is possible as much as Asura was to Zoro.

I presume that since he is craving for Queen's tech he is probably not that powerful enough just yet but I would love to be proven wrong

Maybe EoS Franky will develop the most energetic plasma ever created artificially or even combine it with other materials for defence.
