Yup. This is a very good point that some often miss. Kaidou not only has to share the limelight with the Wano characters dead and alive, but also legends like Roger and WB, plus guest-stars Shanks, Marco, Rayleigh, even Teach and Jozu and Scopper. Oh and Ace, don't forget him.
Then Oda had to drag Big Mom and a her kids halfway around the ocean, right after her own massive arc ended, to clutter up an already full-to-bursting arc, so she and Kaidou and Orochi are now sharing the villain spotlight.
In hindsight, maybe it would have been better for Oda not to have created Kaidou at all. Just let Big Mom be the main Yonkou villain before BB and Shanks. I mean, she's basically the female version of Kaidou anyway now. There is nothing distinguishing them much since they're both big and invulnerable.

the shit they saying is wild. these are some of the things they said:
- all OP villains are the same
- Kaido is a worse villain than Jiren
- The Numbers are gonna be trash, because they are giants and oda hates giants
- the entire war is gonna be one big skip (i know this one is satire but cmon)
- saying shit that kaidos backstory will be awful, because he will come down to every villain trope
- and saying that kaido is trash for fighting dirty in a pirate fight (i know crazy right)
- Kny and mha being the best in jump
