Awakening is just a stamina boost. It’s not as substantial as other awakenings.
Advanced Haki would make Arbel a top tier. Oda couldn’t give him that. His Lunarian defense already requires Advanced CoC to bypass and could not sell Rooftop blows. This is arguably beyond any advanced CoA normally. Add that on top of Lunarian defenses and he’s not getting hurt much at all.
People wanna harp on the lack of high level haki and doesn’t realize it would boost Arbel into another tier given his current abilities.

The day this fandom realizes that the stone age "Advanced Haki/Awakening/COC" checklist scaling is stupid; is the day the fandom learns to powerscale better than a chimpanzee.
It's not that hard, Doflamingo with awakening, lost to Luffy without awakening.
Katakuri with all 3 of the checklist, lost to a Luffy who barely learnt Future Sight and was without Awakening.
The Mink Dukes with Advanced CoA could not beat Jack who literally has nothing but an Ancient Zoan.

This. He literally uses it in 1027 for the rest of the chapter. He also uses it in 1032 I believe.
Hybrid of the commanders isn't really this immense powerup. Oda clearly wanted to differentiate from Enies Lobby when it came to this because Queen and King have so many additional things about them beyond their zoans that made them powerful.

The people who do that are either really biased or really stupid or a mixture of both at this point.
@RecoomeBoom and even then, Kaido only said that having that ability puts you among the handful of very strongest. He never said that not having the ability disqualifies someone from becoming a part of the very strongest.

--People who mainly focus on their fruits for most part get awakenings ; queen's focus is on technology and doubt king even trained that much with his DF where he already is highly resistant + have magma level fire attacks
--What zoan awakening will give mainly is increase in dura/healing and strength boost but king already gets extra dura from his race and good fire abilities
