I mean you're free to interpret that how you want to. But in my mind reaching the heavens means indisputably leaving a legendary mark on the history of earth that even the heavens will know of you. Not every wss leaves such a mark on history, otherwise every generation another random person reaches such a lofty claim.

Because even with seeing the future his reactions haven't been that great. Zoro just last chapter reacted to King's speed form so fast he disappeared and STILL countered him
