Those are pirates. We're in Yonko Saga so let it over with so we can move on to Marines arc with the confirmation of CoC users. And once a new haki power revealed, you know Oda will give it to everybody lol.

We had a marine arc.

It was called marineford. And not a single marine was referred to as having CoC. Fujitora got more screen time than Chinjao in Dressrosa. Guess who was shown with CoC?

It is heavily implied that making Black Blade requires some type of CoC, since Swords have personalities.

It is possible that most Marine top tiers don't have CoC, but for one, we don't know yet, like Garp possibly has CoC based off his comment during MF, nothing is confirmed; for two, we don't know how much not having CoC really matters here, since top tier Marines get like top of the top DF's, and possibly their awakening as well.

Garp didn't say anything that implied he had it. And he doesn't have a top tier fruit. Meaning Garp, who is one of the strongest marines likely doesn't have CoC, something every top pirate has shown. Its entirely possible my Rayleigh > Garp theory is right.

Garp's comment suggest inheritance of CoC, which traces back to himself.
Even if we say Garp does not have CoC, I don't see how that even matters here, we clearly see him reshape a CoC Pirate's head.

CoC Users have Divine Themes such as Wisdom God, Asura, Buddha, God of Fortune ... etc or their Attacks are Devine instead such as Roger, Yamato, Ace ... etc not to mention their Kingly Ambitions

None of Admirals have Divine or Kingly Themes except Kizaru (His Attacks Names), however Kizaru represents Unclear Justice, he is very Neutral & isn't Ambitious, he didn't even pick a Decisive Justice.
So i doubt any of the Admirals are CoC Users.

Hell, the fact that Ace is in shock Luffy has it is pretty much evidence its not inherited. Considering Garp's statement implies he wasn't certain Luffy had it.

And Chinjao is a joke with a 500m bounty. The actual big boys with multi-billion berry bounties aren't losing to Garp.

"Born with", how can you born with something without inheritance? Like Garp is trying to say genetic mutation within the womb here or something?

Garp and Ace weren't sure if Luffy would really have it, since it is not guaranteed that CoC gets inherited, like most of BM's children don't get it, but if Garp's mind goes to "born with", somebody in the ancestry def has CoC.

We going with Bounties now? I thought your point was CoC, if Chinjao with CoC can be a joke, then remind me why would Garp having CoC or not matter in the first place again?
