While Zoro to achieve his dream, he'll need to surpass only 1 top tier character Mihawk
So, it's like Zoro can be close to Luffy in a particular aspect, but he'll not be close to him in other aspects. Because Luffy will be much more versatile as a fighter which Rayleigh hinted at when he started training him
So, it's like imagine this:
Luffy has to surpass 4 characters who are equal but with Different fighting styles:
I bet, Kaido has different style of fighting than Big Mom who is different than Shanks who is different than BB
So, to beat only one, like Zoro's dream, he's focused on only one style of fighting, which is facing swordsmen!
But with Luffy, it's way more versatile, making Luffy excell in every haki catagory!
Last arc, he faced the best COO user on BMP, this arc, he will face people who'll require him to pull off the best armament he can offer!
With Shanks, it might probably be his king's haki to make a difference
With BB, he will have his DF be nerfed, so his physical stats in base form needs to skyrocket
So, no wonder Oda is making such a gap
